A vehicle rollover at a New South Wales open-cut coal mine has renewed focus on the role of automated speed regulators in preventing loss-of-control incidents on mine roads.
The incident involved a light vehicle carrying five workers as it travelled through a right-hand bend in a vehicle operating area. After completing the turn, the vehicle began drifting before rolling onto its side about 50m later.
According to the NSW Resources Regulator, all occupants were able to exit the vehicle with no injuries.
The regulator said the incident highlighted the need for drivers to adjust speeds to suit road and operating conditions, particularly in areas where vehicles can become unstable or lose traction.
Alongside driver awareness, the regulator urged mines to consider engineering controls that actively reduce the risk of vehicles travelling beyond safe operating speeds.
In its recommendations, the safety body referenced layers 8 and 9 of the technical reference guide – roads or other vehicle operating areas framework, which cover operator advisory systems and machine intervention controls.
Layer 8 includes over-speed alerts that notify operators when a vehicle exceeds preset speed thresholds, allowing drivers to slow the vehicle before conditions deteriorate. Layer 9 covers intervention systems that automatically act to bring a vehicle back within safe operating limits.
Among the controls identified by the regulator are slow-stop systems, which gradually reduce vehicle speed, and over-speed retarders designed to prevent runaway incidents, particularly on declines.
